Are you asking that the parameters in the parameter list be evaluated
in a particular order?  Does `return_data_value` have side-effects
where Refsh, row, etc are modified?  If so, then you may need to make
the function call like:

   row1 = row;
   col1 = col;
     .
     .
   Refsh1 = Refsh;
   val = return_data_value (1, 12);
   input_rtn (row1, col1, ..., val, Refsh1);
